there are about a dozen different types of liquor licenses:
Beer & Wine
full bar (hard spirits, mixed drinks)
off sale beer & wine
off sale beer, wine & spirits
brewpub
restaurant & bar
wine brewery
distillery
and likely a few more i don’t remember
you will need to contact your closest ABC outlet to find out what current costs are… and some states you have to enroll in a lottery.
as for BYOB, its legal for private parties, but may be an issue in public venues. Corvato
