What is the black stains on carpets in Las Vegas?

Since moving to Las Vegas I have noticed that people track in a black stains from out side. It seems to stains the carpet and even concrete. Is there something in the street pavement or is it the heat?

The tar from the tar from the tar from the tar goes gooey and people step on it get so hot over.
