Why don't you research all the hotels on the strip. They ALL offer buffets! You may have to up your cost to about $25/each, but you should be able to do it! Here is one for Harrahs and if you look on the right side of the website, you are even able to make a "group reservation." For dinner, the buffet would be $21.99 I would think with 40-50 guests, you would be able to make a group reservation at almost any hotel for their buffet.
